Summary: The Civil Service Reform Act (CSRA) of 1978 made some of largest reforms in the history of Federal personnel management.  It replaced what the Supreme Court called the civil service system’s “outdated patchwork of statutes and rules built up over almost a century” with “an elaborate new framework for evaluating adverse personnel actions against federal employees,” and it created new agencies such as the Merit Systems Protection Board and Office of Personnel Management.  Forty years later, have the original goals of the CSRA been realized?  What will be the CSRA’s legacy?  Does it still address the needs of today’s Federal workforce and management?  This panel will explore these and other questions about the past, present, and future of this landmark legislation.
